I just discovered this place. It has quite a variety of buckles, snaps, rings, webbing and so on, in plastic, metal and stainless, at great prices. They also have pre-built straps of various kinds. For example, a 10', heavy-duty cam strap (what you use to tie your boat down on the rack) with protector pad, costs about $4.50. REI charges $10 for this item, and other places as much as $20.

Of course, I haven't seen the stuff yet, so I can't vouch for the quality.

The thing I was searching for, as folks will appreciate who were at the last outfitting workshop, was metal ladderlock buckles. Thay have that, though they call it a strap adjuster. I don't think this is stainless, so that may be a problem, but there are also many other items for potential solutions to making an an adjustable backband, such as stainless loops and sliders.

Oh yes, their shopping web site is not very good, but it is possible to make it work.
