As I understand this parking is not open in season only or it otherwise limited - can't remember exactly what Wilbur said. When I was there recently it was closed though I have parked there in the off season. Unless someone is the first one there they can park with the other vehicles sporting kayak racks. Its pretty clear where the restaurant parking ends and beach parking begins. As far as where to put in at the beach, this has to do with how the waves look when you get there. If you are not the first one there you essentially look for the boats, upright or otherwise, and hope to be able to avoid the other surfers.
