Launch & park at Lynch Park in Beverly?

Hi there - Anyone know if non-residents can park at Lynch Park in Beverly, and launch the boats from the beach there? (I'm open for suggestions if there are better alternatives.)

We found that there was no attendant on duty on Friday and no signage about non-residents. Had a great paddle up to Manchester.
