The harbormaster in Kittery told me about it, said it is usable at low tide, and there is LOTS of free parking. The only restriction is not parking there midweek school days. Very open and available weekends and summers. Nice alternative to Pierce Island, maybe. It is at 12 Williams Ave Kittery, just across from the Naval Yard.
