...and if i lived in manchester i'd ask you to justify spending tax money on something like a kayak rack when most towns are laying off various personnel.

You must not have read the article. That apparently is the issue. The town wants local kayakers to foot the bill, even though there will be an annual revenue of $40.00 per kayak stored.

i read the article...unless you were going to bring in something greater than $40/boat i don't see the point in spending the money that way.
