If I carry the appropriate number of unexpired flares, is their a restriction or penalty for carrying expired flares as well?

John Carmody carries the minimum of current Orions (cheap, but not trusted) and some number of a brand he trusts even when expired. Now I need to ask him again what the brand was that he trusted.
